Alcohol, or cuticle remover, or spray it with hairspray then let it harden and then wash in a hot/cold cycle.

Blot the dye, rinse in cold water and then apply oxy clean to the spots. Wash it with some oxy clean and u'll see them fade if not disappear completely.
