you should be using an anti-dandruff or dandruff shampoo. because flaking scalps is either dried up shampoo or a dry scalp with the skin flaking off.

scrub your head vigorously with the dandruff shampoo. dandruff should be gone within 2 weeks.

as for the oily hair, are you washing out all of your shampoo and conditioner? than can lead too ily scalp and hair!
