Dry hair can be flat but it can also be frizzy hair. Dull hair is not shiny hair so usually when your hair is dry it is dull. Lifeless hair is usually oily and pretty much stuck to your head. Lifeless hair is thin and you cant really do anything with it. There are treatments for each of these problems but your right, you have to identify what your hair problem is first.
