I suggest washing your hair once a week with a clarifying shampoo. If you normally wash your hair frequently, you should reduce washings to once or twice a week... three times, at the most to avoid frequently exposing your hair to the damaging water.
To remove the mineral deposits that are already on your hair and probably causing the texture problems, as your final rinse, mix one teaspoon vinegar or lemon juice to your final rinse water. You can also try adding a teaspoon of borax to six pints or water and rinsing your hair with that.
Continue to condition your hair with moisturizing conditioners, handle it gently, and apply light oils to it until the texture is restored. You might want to buy a few gallons of purified water to wash your hair with, if it's available, or look into a water softening system, if the other solutions don't work.

I don't know if this will help but try using bottled water to wash your hair or get a water filter for your water. OH and no hot water on your hair, it's worse for you than the hard water alone.
